Advisory System
The legal framework of the FAS is defined by the
Council Regulation (EC) No 1782/2003 of 29 September
2003.
“In order to help farmers to meet the standards of modern, high-quality
agriculture, it is necessary that Member States establish a comprehensive system
offering advice on land and farm management to commercial farms”.
By January 2007, EU Member States shall set up a “Farm Advisory System” operated
by one or more designated authorities or by private bodies.
Farmers will participate in the farm advisory system on a voluntary basis, with
a priority for those who receive important direct payments (15000 euros of direct
annual payments).
“The farm advisory system should help farmers to become more aware of material
flows and on-farm processes relating to the environment, food safety, animal
health and welfare without in any way affecting their obligation and responsibility
to respect those standards.”

Discussion Forum
on Agricultural Information Management Standards
This is a forum established for discussing metadata
standards and the development of multilingual thesauri
and ontologies.
Agricultural Metadata Element Set (AgMES) is the metadata standard developed
by FAO for the description and discovery of agricultural information resources.
This standard is an extension of Dublin Core and its utility rests in the fact
that it promotes the use of metadata elements/schemes/refinements that are important
for the description of information resources in the domain of Agriculture.
An ontology takes this conceptual framework one step further by structuring the
terms more formally, and by providing richer relationships between concepts than
what is currently provided in thesauri. In response to such a new approach to
managing vocabularies, WAICENT has issued a Concept Note for the development
of an Agricultural Ontology Service / Concept Server (AOS/CS).

on Innovative Technologies for Increasing Food Safety
in the Fork-to-Farm Chain
In the context of the fork-to-farm approach,
the concept of food traceability has
been widened to include not only the origin and processing
history of food and its ingredients along the chain,
but also the identification and prioritisation of
the chain links in terms of risk and the tracing back
to the point of entry, origin and fate of contaminants
and pathogens once they have been detected at a given
point in the chain.
It was in
this context of a workshop on Innovative technologies
for increasing food safety along the fork-to-farm chain.
This workshop was held in Brussels on 24 and 25 January
2005.
